Send off reports
If you red card a player or coach, complete one of the steps below and let Tom Connolly know that a red card was issued. Tom will alert Bruce Mattos at SYSL.

Instructions for all games
Referees will need to walk the field and check for any unsafe areas and that the goals are secure, nets are in place and corner flags are up.
Players Passes – Referees will check in both teams – check for jewelry (No earrings, nose rings or eyebrow rings – no exceptions), proper shoes & shin guards. No Pass, No Play – No exceptions.
Game Cards – Referees need to write their names and phone numbers on the game cards. They also need to review the final score with BOTH coaches for accuracy.
Substitutions – This is STANDARD CYSA guidelines – On your own teams Throw In, At any Goal Kick, at any kick off, and a courtesy sub is allowed for an injury. If the Coach comes on the field to check on a player, that player must leave the field (except for goalie) until next stoppage.
Goal Kicks – Goal Kicks will be from the 6 Yard Box
Offside – Offside will be called at every age level
Throw In – Improper throw-ins should be called at every level.
Coach Behavior – Coaches should show good sportsmanship and be respectful to the Referees, Opposing Teams and their own players.
Referees – Referees should be COURTEOUS, RESPECTFUL, FAIR towards the players & Coaches and keep the matches SAFE.
Jersey Conflicts – HOME Team changes or wears pennies
Duplicate Jersey Numbers are allowed in REC soccer – If players from have duplicate numbers, please allow them to play. If the coach has tape, the referee can ask them to tape on a number to distinguish the player – however this is Not required. If there is a player discipline issue, then the referee will be need to be vigilant in getting the right player identified and document accordingly. In CCSL, Tournament and Cup play – duplicate numbers will probably NOT be allowed.
Home team – should provide three game balls
Gametimes:
U8 – Two 20-minute halves
U10 – Two 25-minute halves
U11 – Two 30-minute halves (Select/Metro)
U12 – Two 30-minute halves
U14 – Two 35-minute halves
U16 – Two 40-minute halves
U19 – Two 45 Minute halves
HALFTIME is 5 minutes

All select/metro games must have 3 currently certified referees (No Exceptions)

When referees are faced with loud and dissenting coaches and/or parents – They should always start with this philosophy – ASK, TELL, then DISMISS if necessary. Ask them nicely to please be quiet, then tell them politely but sternly to be quiet – if it persists and is causing issues for the referee and there is no other alternatives – then dismiss the parent or coach.
Tobacco, Alcohol and Foul/Abusive language is NOT tolerated under any circumstances. No dogs at any of the fields.
